They’re the same in core hardware: both use an Intel Atom C2538, support up to 6 GB RAM, have 12 bays, and no built-in 10GbE or M.2. The decisive difference is the RP+ has dual redundant power supplies, while the + has a single PSU. For a home/SMB buyer, pick the RS2416+ unless you specifically want power redundancy.
