They’re effectively the same platform: both have the same CPU class, 4 GB RAM and a 4 GB ceiling, 2 bays, no expansion support, no 10GbE, and no M.2. The only decisive difference is the RP+ power supply: RS2212RP+ has redundant hot-swap PSUs, while RS2212+ has a single PSU. For a home/SMB buyer, pick the RP+ only if uptime on power matters; otherwise they’re functionally the same.
