Pick the DVA3221 if you want the newer, faster platform: it uses a much stronger Intel Celeron J4125, supports up to 6 GB RAM, and has 8 bays with expansion support. It also adds dual M.2 NVMe slots and 10GbE options, while the older DVA3219 is built on a weaker Intel Celeron J3455, tops out at 6 GB RAM, and has 4 bays with no M.2/10GbE.
