Choose the DS923+ if you want more upgrade headroom: it uses a Ryzen CPU, supports up to 32 GB RAM, and has a PCIe slot for 10GbE plus M.2 NVMe via add-on card; it also supports the optional 5-bay expansion unit for a 9-bay total. Choose the DS925+ if you want the newer, simpler all-in-one package: it has a Ryzen CPU too but tops out at 8 GB soldered RAM, has 4 bays only with no expansion support, includes dual 2.5GbE but no built-in 10GbE, and uses M.2 slots for SSDs without a PCIe add-on route.
